27 years of Aviation Experience (FAA and DOD)

I have been involved with all aspects of a quality control or assurance system that produces all types of products. My knowledge of manufacturing systems/processes, special processes, inspection and testing methods, material control, calibration methods, engineering data approval and control, and airworthiness procedures is extensive. I am very well versed of the FAA regulations, policies, guidance, and advisory circulars that govern the issuance of export/domestic airworthiness approvals, production approval systems, and related controls with the aviation manufacturing industry for parts 21, 24, 43, and 145.

Key Experience

  • FAA Aviation Safety Inspector: September 1990 – May 2008. Aviation Safety Inspector (Manufacturing) and project manager responsible to develop national policy, public guidance, and regulations for certification of aircraft and aeronautical products. Suspected Unapproved Parts Program, Parts Manufacturing Approvals, Parts 21 & 45 Notice of Proposed Rule Making, Voluntary Industry Distributor Accreditation Program, and Authorized Release Certificate, FAA Form 8130-3 to name a few.

    • Provided research and responses to U.S Congress, FAA Production Approval Holders, Department of Defense, and the general public inquiries relating to aviation safety regulations, policies, and safety programs.
    • Subject matter expert / person of responsibility for all matters regarding FAA Form 8130-3.
    • Serve as FAA liaison and team member on variety of working groups to enhance safety with a number of aviation special interest groups/ associations and European Authorizes world wide, to include FAA Representative for the Americas Aerospace Quality Group/Registration Management Committee (RMC).
    • Expert Witness for Department of Justice, District of New Jersey, Grand Jury Testimony of FAA Part 21 regulations.
    • RABSQA Certified AS9100 and ISO 9000 and approved as an AS9120 auditor/consultant.
    • Subject matter expert for parts 21, 43, 45, and 145.
  • Naval Air Systems Command, Washington DC, August 1987 – September 1990

    • Liaison that researched, developed, and coordinated the quality assurance procedures between Headquarters and the five Navel Plant Representative Offices located at major aerospace/weapon manufacturers
    • Contract management reviews semi annually of the quality division at each of the field offices
  • NAVAIR, Naval Plant Representative Office, General Electric Aircraft Engine Business Group, Lynn, MA, June 1981 - August 1990

    • Quality Assurance Specialist with the Management Audit Team to conduct evaluations of internal and external quality systems
    • Conducted product quality reviews (first article inspection [In FAA terms – conformity determinations]) to approved design prior to the parts installation on the end product
