Dave Broughton is the principal behind DB Aerospace Solutions, and
is a recently retired FAA Aviation Safety Inspector (after 30 years
experience in aviation and quality control agencies). He spent 18
years with the FAA in the Headquarters Airworthiness and Production
Division, AIR-200, which is responsible for the research and
development of national policies, public guidance documents, and
regulations revolving around Certification Procedures for aircraft and
aeronautical products and parts [Reference 14 Code of Federal
Regulation, parts 21, 45, and 43].
He was the lead project manager in the early stages of the proposed parts 21 and 45 ruling that worked with industries associations. Dave also was the project manager responsible for the revisions and
issuance of the FAA Order 8130.21, and was instrumental on the
industry-wide team which worked on the ATA Spec 2000 Chapter 16,
Electronic Documentation, which defines the basis for the technology
used in the new electronic recordkeeping now allowed for FAA 8130-3's
